The Government of Buganda Kingdom has always conceived its ideas and responsibility of providing social services to its people. These social services include health, education morals and so many others, which should stimulate the development and wellbeing of her people. Therefore, in its efforts to provide education services to the people of Buganda and Uganda in general, the idea of establishing a model secondary school was conceived by the Ministry of Education – Buganda in the late 1990’s and Lubiri High School – Mengo Campus was opened.

The school was meant to provide quality education, with high emphasis on morals and practical education to the students so as to produce industrious citizens.  In her initiative to experiment and expand its investment in the education sector across all the countries (Amasaza), the kingdom through its Ministry of Education piloted the opening of Lubiri High School – Buloba Campus (LHSBC) – Busiro County as a branch of the Mengo Campus.

The school opened its gates to the public on 7th/February/2011with 177 students with 14 teaching staff and 11 non-teaching staff and was licensed in 2015 by the Ministry of Education of the Government of Uganda as a Day and Boarding secondary school.  The school is located in Nabukalu Village, Lukwanga Parish, Wakiso Sub-county, 12 miles along Mityana – Kampala road, 4km off the main road.
